Abstract

The objective of the study was to design, standardize, and implement an innovative leadership scale for employees in scouting divisions, according to the opinions of scouting leaders in intermediate schools affiliated with the Basra Education Directorate and its departments. The research used a descriptive approach, utilizing surveys and correlational studies, because they are more in line with the research objectives and the issue at hand. The selection of the research sample, which comprised (280) scouting leaders from intermediate schools in the Basra Education Directorate and its departments, was deliberate. The statistical analyses were carried out by employing SPSS software for statistical processing. As a result, the researchers discovered that there are diverse levels within the creative leadership scale for employees in the scouting branches and advised them to utilize all approaches that foster creative leadership.
